"Locales" to be renamed "Areas"

As discussed on IRC on Nov 28, the name "Locales" should be replaced - at least in the user view, internally is not that important* - with "Areas".

* Or is it? Am I being lazy here? Maybe changing the name internally is a good idea to avoid future confusion, bit rot, etc.

As i suggested in a mail to the list. perhaps the user should see it in the forms as "where is it?"

I don't particularly see the value in renaming it but it's just a template change, so it's not a big change. I would recommend against "where is it?" though, as that invites free-form responses, which isn't what's required.

If/when we have a javacscript-assisted category/locale selector this should become easier.

I would rather not change the internal representation. It really is just a translation to a more widely understood word.
