Support new Wiki::Toolkit style moderation

Description

Wiki::Toolkit now includes moderation support. We need put this into OpenGuides at some basic level (in such a way that it can be integrated with authentication and spam filtering later).

The latest svn should now play nicely with the Wiki::Toolkit moderation. You can (with the admin password) toggle moderation on and off on nodes, and moderate pending versions of nodes (configurable if this needs a password or not)
